Philadelphia Tribune — The facts are this — in the Third Circuit, a federal judicial area that includes Philadelphia, safe consumption sites are illegal under what is colloquially known as the “Crack House Statute.” The law’s nickname does not do it justice as it is demonstrative of the stigma those living with a substance use disorder face. Notwithstanding, the law is the law. But I think the two positions, for and against safe injection sites, can be reconciled without breaking the law.

Philly Burbs — Heather’s Law requires that Pennsylvania inpatient treatment facilities, many of which are located in Philadelphia, notify the client’s designated emergency contact within twelve (12) hours of a client leaving a treatment facility against medical (or “staff”) advice. However, the law smartly protects victims of abuse by suspending the notification requirements if the inpatient treatment facility knows about allegations that the emergency contact abuses the client. This law is a game-changer. The statistics are out from 2020, a year where many people experienced dramatic change, strife, and hardships in their personal and professional lives. The numbers are not optimistic.
