On a chilly afternoon in January, the newly elected mayor of New York, Zohran Mamdani, stood at a portable lectern in the lobby of a large apartment building in Jackson Heights, Queens. He had come to announce that the city had settled a lawsuit against A&E Real Estate, the owner of the building, for violations at 14 of its properties.
