It is a method that is widely used, but seldom scrutinised.

States are supposed to relieve citizens of their fears by enforcing the law, but states can themselves cause fear by exercising power arbitrarily. States also seek to monopolize the means of violence, but they often have to compete or work with social groups to consolidate that monopoly. This richly textured study of policing in the Indonesian city of Bandung shows how these two dilemmas of fear and violence are evident in the process of state formation in Indonesia.
