James is a U.S. Coast Guard officer on shore duty in Washington, D.C.

He is an afloat officer or cutterman who has served on four ships from the Arabian Gulf to the Eastern Pacific Ocean, including as the commanding officer of Coast Guard cutter Ibis in South Florida, the executive officer of Coast Guard cutter Monomoy in Manama, Bahrain, and as the Caribbean Targeting officer at Joint Interagency Task Force South (JIATF-S) in Key West, FL.

He is a Senior Editor at the Center for International Maritime Security and an Aspen Strategy Group Rising Leader. His analysis on national security and maritime affairs has been featured in U.S. Naval Institute Proceedings, The Center for International Maritime Security, The Strategy Bridge, The Maritime Executive, and RealClear Defense.
