The Limits of Great Power Economic Statecraft
The global economy is approaching a high-water mark of economic statecraft (or coercion, or standard-setting, or regulation—take your pick). In our current decade, great powers have had the market share to compel others to sign onto their regulations, swallow imbalances, and rethink military strategy. However, it seems increasingly likely that those gambles are now breaking up. Market-setters have overplayed their hand—and middle powers will ultimately come to benefit.
Why Trump’s America Offers a Silver Lining for Europe
While serving at the US Treasury Department, circa 2015, I met with a Turkish counterpart regarding a banking connection to the then Syria leader, Bashar al-Assad. And I received a geography lesson. My counterpart pointed to my government issue map of Europe hanging on the wall behind me and asked where Turkey was. Looking over my shoulder, and probably visibly wincing, I noticed that only a part of Turkey was depicted—the capital, Ankara, had not even made the cut.

Preparing the economy and financial system for hybrid war: Finland's experience
Event Summary Finland has unique experience in dealing with economic and security risks posed by Russia and has made more preparations than most European countries for possible aggression against its financial system. This Financial Statements session will examine Finland's economic defenses against covert and overt attacks, and the lessons that may be applicable to other countries in the European Union and beyond.
Another Undeclared Conflict: Economic Statecraft and Germany
Posted in Rethinking Interdependence Economics and finance will determine the balance of power between states in the decades to come. Germany should recognize its own sway in this regard – and recalibrate its approach to using economic tools in foreign policymaking. No one has written a conclusive book on the art of economic war, and yet the events of this year demonstrate that it is being waged.
Transatlantic Sanctions Policy and the Rise of Middle Powers
The limitations on the United States, the European Union, and NATO intervening in Russia’s war against Ukraine were there from the start, baked into the calculus of the Kremlin and all advocates of traditional deterrence—there would be no hot war between nuclear powers.
Lessons from Afghanistan for Western state-building in a multipolar world
SouthAsiaSource Mar 28, 2022 For Afghanistan’s economic revival, focus on macroeconomic stability, financial flows, and economic governance By Paul Fishstein and Murtaza E. Amiryar The Biden administration’s General License, announced in February 2022 and exempting international commercial transactions from US sanctions, is a step in the right direction, but its effects will prove limited.
The West Has Declared Financial War on Russia. Is It Prepared for the Consequences?
But the West’s response is no longer just pressure — it’s financial war. As opposed to previous sanctions campaigns, which sought to use pressure over time to bring a country to the table or prompt a longer-term behavior change, the goal of these Russia sanctions is to change military strategy in a war that is already happening. Can financial pressure force a leader bent on war to alter battle plans — a decision that would need to play out in days, not months or years?
How can the US enforce sanctions on Russian dark money?
Russian President Vladimir Putin’s invasion of Ukraine so far shows no signs of stopping, and Russian and Ukrainian forces continue to battle over control of key cities across the country. Much of the world has condemned the Kremlin’s war and called for consequences for Russia’s political and military elite.
The Lawfare Podcast: Making Sense of the Unprecedented Sanctions on Russia
Published by The Lawfare Institute in Cooperation With Over the past week, the United States and its allies have responded to Russia's military invasion of Ukraine with some unprecedented actions of their own—economic sanctions that target Russia in ways that have never been tried before, let alone applied to one of the world's largest economies over just a handful of days. To discuss this revolutionary sanctions strategy and what it may mean moving forward, Scott R.

The U.S. Has Some Catching Up to Do on Digital Currencies
Much of the recent policy debate over virtual currencies has been alarmist, with commentators going so far as to call for banning all cryptocurrencies or warning that U.S. efforts to develop digital dollars would wreck the banking system. The conversation around central bank digital currencies, or CBDCs, illustrates the point.
Report: The impact of Western sanctions on Russia and how they can be made even more effective
Economic Sanctions European Union International Markets Macroeconomics Russia Trade United States and Canada May 3, 2021 The impact of Western sanctions on Russia and how they can be made even more effective Anders Åslund and Maria Snegovaya Key points While Western sanctions have not succeeded in forcing the Kremlin to fully reverse its actions and end aggression in Ukraine, the economic impact of financial sanctions on Russia has been greater than previously understood.
America Is Woefully Unprepared for the Future of Security Policy
Regulatory policy is about to play a central role in the U.S. policy agenda, from governing green technology to addressing national security concerns about supply chains and wading through the looming challenges of digital currencies. But regulators may not be ready for the spotlight, especially when it comes to China, where the fine print will now be big politics.
Furor Over Europe’s Investment Agreement with China is Overblown
Despite strict lockdowns and another Brexit deadline, the European Commission won’t let 2020 go without another notch in its belt—progress in its seven-year trek towards an investment agreement with China. Many have been quick to balk, calling it tone-deaf, a gift to Beijing, a gut punch to the incoming U.S. administration. But let’s not end this year queasy with alarmism.
A cautionary tale of maximum pressure
In early 2019, U.S. efforts to facilitate the departure of disputed Venezuelan leader Nicolas Maduro started with a new executive order and a campaign to recognize the leader of the National Assembly, Juan Guaidó, as interim president of the country. As rhetoric mounted, the U.S. sought global recognition of the new presumed leader, as provided for by the country's constitution, and to enforce sanctions on Maduro's inner circle and military leadership.
The curious case of the US Treasury and Gaz Group
The US Treasury Department’s Office of Foreign Assets Control (OFAC) very quietly issued two extensions of general licenses on July 22 related to Vladimir Putin-tied oligarch Oleg Deripaska’s Gaz Group that, while apparently going unnoticed, constitute a significant change in the sanctions on Gaz, which can now seemingly operate according to something like business as usual.
Transatlantic relationship: Side by side
Fundamentals should not be questioned. But the inner glue of the transatlantic relationship cannot be the goal in itself for a generation that has a different estimation of proximity. No German news outlet over the past several weeks, surely not this one, neglected to notice that the Wall has now been down for longer than it stood.
