INTRODUCTION While political decisions on migration management are frequently backed by arguments about national sovereignty and border security, the practical implementation of migration policies often entails the involvement of non-state actors. This is particularly pronounced in countries characterized by ‘weak state institutions’ (Peeters & Campos, 2023) where the presence of international organizations and internationally-funded NGOs is more prevalent.
