Learning from Failed Peace Efforts in Afghanistan
Lesson 1: Seek opportunities for peace when military leverage is greatest. The United States’ moment of greatest leverage with the Taliban was in late 2001, when the regime was militarily defeated and ousted from power. From 2001 through 2004, dozens of senior Taliban offered various forms of surrender and reconciliation in exchange for amnesty.
Learning from Failed Peace Efforts in Afghanistan
Editor’s Note: The return of the Taliban to power in Afghanistan is a policy failure that spans multiple administrations. The U.S. Institute of Peace's Kate Bateman draws lessons from the U.S. experience in Afghanistan, noting that the failure to consider negotiations when the U.S. position was strong had painful consequences down the road. This harm from inflexible positions, she argues, has implications for how the United States approaches other conflicts.
U.N. Conference Highlights Global Unity but Limited Leverage Over the Taliban
USIP’s Scott Worden, Kate Bateman, Belquis Ahmadi and Andrew Watkins assess whether the U.N. can really do anything about the situation in Afghanistan, what this means for U.S. policy, if Afghan women can glean any hope from the Doha conference and how the Taliban have responded. What is the significance of the U.N. secretary-general calling a meeting of international envoys to discuss Afghanistan now? Can the U.N. really do anything about the situation?
Can the Taliban’s Brazen Assault on Afghan Women Be Stopped?
The Taliban have been on notice since their March 2022 ban on girls in high school that they would not gain recognition or sanctions relief unless they reversed their restrictions. Why do they continue to make moves that make it even harder for them to gain international legitimacy? Watkins: The Taliban’s most recent raft of gender-based restrictions is the sharpest shift yet back to the draconian rule the group made notorious in the 1990s.

Intolerance of Atrocity Crimes in Ukraine Should Apply to Afghanistan
Yet the outpouring of support for the Ukrainian people and calls for accountability have the appearance of discrimination to those subject to similar fates in other violent conflicts around the world – raising questions about whether the race of victims and the geographic location of the crimes matter more than the crimes themselves or the suffering of the victims. As a 2021 report for Congress assessed, “The means by which the U.S. Government publicly calls out atrocity crimes ...

U.S. Public Opinion on Addressing State Fragility
Many of the most persistent and complex security threats to the United States continue to come from fragile states. A comprehensive 2016 report on state fragility argued, “Domestic political support is essential to achieving desired outcomes. It takes decades for a country to transition from fragility to health; policy frameworks must acknowledge this reality and invest patiently and flexibly over time.”1 This truth poses a serious dilemma.
Tunisia Passes Controversial Law, Undermining Democratic Transition
Tunisia’s parliament recently passed a controversial law effectively granting amnesty to public officials involved in corruption under the Bourguiba and Ben Ali dictatorships from 1955 through 2010. The law thus ensures impunity for the very system of government corruption that the Tunisian people sought to upend in their revolution of 2010 to 2011.

America must continue the fight against kleptocracy around the globe
Massive protests in Venezuela, Tunisia, Brazil, Morocco, and the Dominican Republic over the last few weeks have highlighted political graft around the globe, and the ensuing instability and violence that can result. Corrupt Practice
Last week, along largely partisan lines, Congress voted to repeal a Securities and Exchange Commission rule requiring oil, gas, and mining companies to disclose the payments they make to governments for access to natural resources. Validity aside, these claims ignore the central purpose of the law.
