VARNA, N.Y. — Kathy Bernson was searching for a “nice little upstate town to retire in.” In her 70s, Bernson had lived in New York City and Baltimore for much of her adult life. Following a brief relocation to Texas, Bernson wanted to return to New York. With the cost of living downstate out of reach, Bernson flew to Ithaca to find an apartment. The vibrant art community and college town vibe appealed to her, but the rents were higher than she expected.
