We sought to develop a measure of country ownership of the M&E system that is detailed enough to cover its multiple dimensions; and accessible enough to be readily understood, trusted, and implemented by country personnel. The respondents in Tanzania found our tool to be clear and relevant, leading to the identification of important issues to be discussed. The perceived clarity would enable ease of future implementation by country personnel.
