1 INTRODUCTION Accurate prediction of freezing depth and thawing time in cold regions is critical for pavement structural design and management. During the design phase, precise predictions of freezing depth can lead to cost savings by optimizing insulation thickness in the subbase layer and reducing the volume of subgrade material replacement. In pavement management, early predictions of thawing time enable proactive measures to prevent damage caused by the sudden weakening of unbound layers.

Seoul “is on military readiness posture,” South Korea’s Blue House spokeswoman Kim Haeng said in a briefing.

Kwon and Greg Botelho,CNN SEOUL, South Korea (CNN) — North Korea has proposed high-level talks with the United States to “ease tensions in the Korean Peninsula,” its state news agency reported early Sunday. The topics that “can be sincerely discussed” include easing military tensions, changing a truce treaty to a peace treaty, and nuclear matters, according to a statement from the North’s National Defense Commission, as reported by the state-run Korean Central News Agency.
