1 Introduction Globally, the frequency and severity of natural and man-made disasters are rising. A 2020 UNDRR report states that 1.23 million people died from disasters between 2000 and 2019 (UNDRR 2020). They caused direct losses of $2.97 trillion and affected 4.03 billion people (UNDRR 2020). Between 2015 and 2023 alone, more than 124 million people were affected by disasters each year (United Nations International Strategy for Disaster Reduction 2019).
