Beginning about four years ago, Evanston/Skokie School District 65 made significant changes to its continuum of services for students with an Individualized Education Program (IEP). The changes had significant financial implications. Between the 2022-23 and 2023-24 school years, the district increased special education spending from $30.1 million to $47.4 million — an increase of $17.3 million, or 57% — bringing special education expenses to about 30% of total operating costs.

On Jan. 9, the Evanston/Skokie District 65 school board broke an impasse over whether to close Kingsley Elementary School or both Kingsley and Lincolnwood elementary schools. The school board, in a resolution adopted that day, decided to hold public hearings on the proposed closing of Kingsley — which it subsequently did — and to delay closing Lincolnwood.

The percentage of Illinois students who scored “proficient” in English Language Arts (ELA) on the Illinois Assessment of Readiness (the “Illinois test”) jumped dramatically between 2022 and 2025. The jump in 2025 occurred because the Illinois State Board of Education (the “state board”) lowered the cut scores needed to be rated proficient in ELA on the 2025 Illinois test.
