It is a repeated refrain across UK news: waiting times for health care in the National Health Service (NHS) have reached crisis levels. Millions of patients are waiting for elective surgery and potentially hundreds of people could be dying each week due to excessive waits for ambulances and emergency care. Concerns about waiting lists and waiting times are hardly new, particularly in systems that offer universal access to health care funded by general taxation.
