TOBACCO companies and their front groups make an offer too good to be true: if you cannot quit smoking, you can shift to this “less harmful” product – electronic cigarettes – and still get the same buzz, “calmness” or feeling of “reward” or “contentment” that nicotine brings through its actions on your brain. But tobacco companies have a long history of deception.

The outcome variables are dichotomous variables for contraceptive referral and contraceptive receipt. The independent variable is a binary variable for post-April 1.
