Begin november werd Amsterdam geconfronteerd met een overstromingsdreiging door een combinatie van de storm Ciarán, hevige regenval en een storing bij de spui in IJmuiden. In de Houthavens, een nieuwbouwwijk aan het IJ, steeg het water boven de raamkozijnen uit. Een reconstructie in NRC legde een belangrijke tegenstelling bloot: terwijl de gemeente geruststellend spreekt over ‘waterdicht bouwen’, is het waterschap kritischer – adviezen om voor de bouw het maaiveld op te hogen, werden genegeerd.
