世界がルールに基づく国際秩序への信頼を失いつつあると思っても、無理はない。各国が相互に関わるあり方を規定する共通のルール、制度、規範は弱体化していると広く見なされ、すでに後退局面に入っていると主張する向きもある。 そうした認識には根拠がないわけではない。ロシアによるウクライナ侵攻と、それに先立つクリミア併合は、主権という中核原則に挑戦した。最近の米国とイスラエルによるイランへの攻撃、変動する関税制度、複数地域における介入や威嚇は、国際規範を立て続けに試してきた。いずれのケースでも、ルールは引き伸ばされ、回避され、あるいは恣意的に適用されている。 その影響は数字に表れている。ウクライナ戦争だけでも数千億ドル規模の経済的損害を引き起こし、世界の食料・エネルギー市場を混乱させ、価格の持続的な不安定化を招いている。イランをめぐる緊張も、原油とLNGの流れにリスクを注入し続け、インフレ、保険コスト、サプライチェーンへ波及的な影響を及ぼしている。市場はリスクを織り込めるが、国際ルール秩序が不確かな状況では、うまく機能しない。...
