5 DISCUSSION With the increasing demand for LIB electric vehicles, the search for suitable locations to produce LIBs at scale has become an important topic for academics, policymakers, and business practitioners (Duffner et al., 2020; European Parliament, 2018). For example, in March 2021, VW announced that it will have six 40 GWh battery cell production factories in operation in the EU by 2030.
