Many strategic authorities do not yet have the capability to deliver investible opportunities in their areas, the Local Government Association conference has been told. New laws passed this year placed a duty on strategic authorities and the Local Government Pension Scheme to cooperate with each other “to identify and develop investment opportunities” in their areas.

All areas of England and Wales should have town or parish councils, the chair of the Society of Local Council Clerks has said. Adam Keppel-Green also warned that while town or parish councils are often used to justify creating large unitary councils, the reality does not always live up to what was promised.
