Get Britain working
A government white paper envisages a place-based approach to employment and skills Launched late last year, the Government’s Get Britain Working White Paper aims to promote higher employment rates and reduce economic inactivity, by helping individuals enhance their skills and transition to better jobs.
Local skills and jobs
Taking steps towards a devolved employment and skills service Local government leaders know how vital a joined-up employment and skills offer is to creating inclusive and sustainable local economies where people want to live and work, and where employers want to invest. To make this happen, we need an ambitious, reformed and devolved employment and skills service, linked to local services and meeting local needs.
Transitioning LEPs
LGA research looks at the key issues for councils In August 2023, the Government confirmed its intention to integrate local enterprise partnership (LEP) functions into local democratic institutions. This decision followed the March 2023 Budget, in which the Chancellor announced he was ‘minded’ to end funding for LEPs from April 2024.

Councillor Satvir Kaur and Councillor Martin Tett
Councillor Satvir Kaur and Councillor Martin Tett Councillor Satvir Kaur is Chair of the LGA’s City Regions Board and Councillor Martin Tett is Chairman of the LGA’s People and Places Board The LGA has set out guiding principles on equality and diversity in employment and skills.
Economic inclusion
The LGA has set out guiding principles on equality and diversity in employment and skills Councils and the LGA have long made the case that greater local leadership of public services has the potential to make us all more prosperous and united by tackling the regional and local inequalities that unfairly hold back communities. There is a both an economic and social case for this, because while we are one of the biggest and strongest economies in the world, we are also one of the most unbalanced.
How do you ‘level up’ in a place like Buckinghamshire?
By Martin Tett | 07 December 2022 This week in Buckinghamshire we’ve launched Opportunity Bucks- our local response to Levelling Up. Outcomes for people who live in Buckinghamshire are generally above the national average – so you might ask why do we need a ‘Levelling Up’ programme here? Our area isn’t immune to the significant challenges facing the country; we are also experiencing disparity and many residents don’t have equal access to the opportunities Buckinghamshire offers.
Use levy funding to avert catastrophic care home failures
Without proper funding the fair cost for care reform could further destabilise care markets writes Martin Tett (Con), adult social care spokesperson for the County Councils Network and leader of Buckinghamshire Council. If we are to make our adult social care system sustainable, one of the most prominent areas to address is the cross subsidy paid by those who pay for their own residential or nursing care.
Buckinghamshire’s break for success
We all have a different tale to tell. The unique slant for us here in Buckinghamshire is that we have been tackling the pandemic as a brand-new authority set up at exactly the same time COVID first hit. Our timeline mirrors the pandemic. At times I have to pinch myself when I look back at what we have managed and what we have achieved over the last year and a bit. A united unitary
By Martin Tett | 21 April 2020 Life today is very different to what any of us would have imagined just a couple of months ago. If you had asked me what the biggest challenge for Buckinghamshire would have been in April 2020, the historic launch of a brand-new council replacing the out-dated 45-year-old two-tier system would have been top of the list.
Conquering housing’s many complexities
By Martin Tett | 03 July 2019 This week at the Local Government Association’s (LGA) annual conference we are launching a new report to help councils understand the various complexities within their local housing markets to inform their decision-making. It shows that there is no simple single housing crisis and that the current one-size fits all approach to national housing policy is failing to meet the complex and multiple housing challenges faced in different areas across the country.
LGA warns of ‘risk’ to councils from China ban
The Local Government Association (LGA) has warned of the higher waste costs being faced by councils over the last year as a “direct impact” of China’s restrictions on imports of recycled materials from the UK. The announcement follows a snapshot poll by LGA, which found that the councils most impacted have seen their recycling costs increase by £500,000 on average over the last year, as a result of the restrictions.
Martin Tett: A single county-wide unitary council for Buckinghamshire would achieve the greatest savings
Cllr Martin Tett is the Leader of Buckinghamshire County Council. There is widespread consensus in Buckinghamshire that the two-tier system has had its day. The question is, should it be replaced by one county-wide unitary council, saving £18m every year, or by splitting Bucks into two, saving £10m? In March, the Government said it was minded to implement the proposal for one.
Bucks districts to challenge Javid on county unitary decision
The four district councils in Buckinghamshire have said they will make the “strongest possible recommendations” in order to challenge the housing and communities secretary’s backing for a single unitary spanning the county. Yesterday Sajid Javid said he is “minded to” approve the proposal from Buckinghamshire CC and said a two-unitary proposal submitted by Aylesbury Vale, Chiltern, South Buckinghamshire and Wycombe DCs was “unlikely to improve local government”.
