The caller also reported numerous vehicles in the driveway, raising concerns that people might still be inside.

(NBC 15) — As of 10 a.m., Invest 91L has developed into tropical depression 2. A tropical storm watch has been posted along the coast from just east of Apalachicola to the AL/FL line. Hurricane hunters are scheduled to investigate today. The official forecast calls for TD 2 to become Tropical Storm Bertha by Monday morning.

Gulf low being monitored for high chance of tropical development
The WEAR First Warning Weather Team is closely monitoring Invest 91L, an area of low pressure in the northeastern Gulf that has a high chance of developing into a tropical system over the next couple of days. According to the National Hurricane Center, the system now has an 80% chance of development over the next 48 hours and the next seven days. If it becomes a named storm, it would be called Bertha.
