@jaspar Not at all. The constitution doesn't give him the power to even do this. Anyone can do it. It's just the responsibility he's been assigned. If he refused, a legislative clerk could easily affix it.

JUST IN: SC Secretary of State Mark Hammond tells me he agrees that his failure to affix the state seal to SC laws, has the potential to be problematic.
