Cyberattacks are a global, ongoing threat that escalates during wartime. Key challenges of managing cyberattacks during wartime include limited financial resources, recruitment difficulties, inappropriate human behaviors, and unclear cybersecurity guidelines. Wartime magnifies routine cyberattack challenges. It raises critical dilemmas, such as the need to choose between prioritizing resources for cybersecurity or for rebuilding housing and critical physical assets devasted by bombing.

Narratives are essential resources for public managers leading digital transformation efforts as they allow managers to create communications that emphasize the transformation's meaning to the organization and the individuals within it. Managers play a critical role in producing narratives and stories—as well as navigating existing stories—about digital transformation.
