Regular and fair elections are necessary components of modern democracy (Katz, 1997). But democratic legitimacy depends on more than simple electoral regularity, the particulars of an electoral system, or the scope of the eligible electorate. Rather, democratic legitimacy also depends on the specifics of election administration (Grofman & Lijphart, 1986), particularly in an age of distrust (Hasen, 2020; Pildes, 2021; Stewart III, 2022).
