Many Families Rely on Credit and Savings to Afford Groceries

In 2025, many families relied on credit and savings to meet their food needs. Families with low incomes and those who reported that their grocery costs had increased a lot in the past year were the most likely to take on debt to pay for groceries, which could leave them less able to meet their basic needs in the future. Groceries are one of the largest household budget items for families. Today, families face persistently higher grocery prices than they did five years ago.

Food Insecurity Remained High in 2025, As Safety Net Cuts Loom

In this brief, we use data from the Urban Institute’s Well-Being and Basic Needs Survey (WBNS) to estimate the share of adults experiencing household food insecurity in 2025. We also assess changes in household food insecurity among working-age adults (ages 18 to 64) between 2019 and 2025. We find food insecurity remained high in 2025, with nearly 1 in 4 adults reporting difficulty affording adequate food.

Nearly One in Three Households with Children Were Food Insecure in 2025

We analyze food insecurity among households with children younger than age 18 using December 2025 data from the Urban Institute’s Well-Being and Basic Needs Survey (WBNS). We also examine rates of food insecurity over time among working-age adults (ages 18 to 64) living with and without children. We find that in 2025, food insecurity among adults living with children remained high, with nearly 1 in 3 struggling to afford food.
