The U.S. Senate Committee on Agriculture has rolled out its draft version of the Farm Bill on June 23, 2026, and Chair John Boozman has indicated the Committee will move to mark up the draft after the Senate returns in mid-July from recess. Also this week, President Donald Trump sent a supplemental request to Congress, including $11.1 billion for farm aid, and issued an executive order on regenerative agriculture.

Seven states currently have packaging extended producer responsibility (EPR) programs in place. Implementation of state programs has picked up significantly, with several key deadlines approaching in 2026 and 2027. At least two additional states have introduced EPR legislation so far in 2026, and several other states have existing proposals, signaling continued expansion of state-level programs.

The U.S. Environmental Protection Agency (EPA) on Nov. 13, 2025, published a proposed rule (Proposed Rule) to modify the scope of the Biden-era one-time reporting requirement for manufacturers and importers of per- and polyfluoroalkyl substances (PFAS) under Section 8(a)(7) of the Toxic Substances Control Act (TSCA).
