1 INTRODUCTION Flooding is the natural hazard with the highest economic and social effect in the United States, and these impacts are becoming more severe over time (National Academies of Sciences, Engineering, and Medicine, 2019). Globally, there is evidence that the number of people affected by flooding is on the rise with associated economic damage. Floods are becoming more frequent, more intense, and less predictable for many local communities (Zaharia et al., 2017).
