President Trump signed a $484 billion stimulus bill into law today as part of the U.S. government’s ongoing efforts to contain the economic damage from the COVID-19. The bill passed the House of Representatives and the Senate earlier this week with broad bipartisan support. The measure is designed to supplement the funding provided under the Coronavirus Aid, Relief, and Economic Security (CARES) Act that was enacted on March 27th.

Federal Banking Agencies Recognize the Rise of Index Funds and Passive Investing

In a welcome move, two recent actions by the Federal Reserve, OCC and FDIC (the Banking Agencies) recognize the increasing role of fund complexes and passive investing. The Banking Agencies have released a statement under the Federal Reserve’s Regulation O which acknowledges the reality that equity mutual funds may sometimes go over 10% of the shares of a banking organization without triggering limitations on loans to insiders.
