I have reviewed the newly voted budgets of five local jurisdictions — the cities of Poway and San Diego, the County of San Diego, Poway Unified School District and the State of California. I found, in at least three of them, serious issues of trust, with serious consequences. The core of the issue is that these jurisdictions are in serious financial straits because they are seriously deficient in funding their declared budgets via legitimate means.

So much so that they will resort to draconian measures to bleed a few dollars out of a stone. Consider Measure A on the upcoming election ballot. Rarely has there been such a poorly justified fantasy, promoting a number of claims loaded with hogwash.
