Harris County is no stranger to extreme rainfall events, storms that are often more difficult to prepare for than hurricanes or tropical storms. Elizabeth Conley/Houston Chronicle Houston is finally drying out after up to six inches of rain fell in the area since Tuesday. The center of the first named storm of the year — Tropical Storm Arthur — passed near Houston though the worst of the wind and rain were well to our east.
