Forslaget må sees i sammenheng med lov om besøksbidrag vedtatt i juni 2025, som trer i kraft 1. juli 2026. Den nye forskriften kan tidligst kan tre i kraft fra 1. januar 2027. Formålet med loven er å gi kommuner mulighet til å finansiere fellesgoder som belastes av økt reiselivsaktivitet. Slike fellesgoder kan eksempelvis være finansiering av tjenester, natur, kulturmiljøer, infrastruktur og andre elementer.
