1 Introduction Can a fleeting moment in a mobile game become an act of civic expression? As digital infrastructures increasingly shape how publics engage with urgent issues such as climate change, this question takes on new urgency. Traditional models of civic participation, including petitions, consultations and deliberative forums, struggle to scale or reach across geopolitical divides.

1 Introduction There is a growing interest in deploying games as instruments for improving public engagement in policymaking, including climate policy. However, engagement in this context broadly encompasses both strategic and reflective dimensions. Strategic engagement refers to participation motivated by external incentives, whereas reflective engagement involves deeper cognitive and affective processing, leading to shifts in understanding or attitudes.
