After the mass shooting inside the Pulse nightclub in Orlando in June 2016, the first to respond were local first responders. The same was true after San Bernardino in 2015 and after the terrorist attacks of Sept. 11, 2001. Time and time again, we are reminded that local first responders are our first line of defense in response to acts of terrorism.
