Facebook case demonstrates gaps in data ownership laws
A recent survey indicated that users have little trust in Facebook to follow privacy laws. Trust is the operative word. Privacy policies, account settings, and terms of use play a larger role than any federal law in limiting the use of personal data beyond health or financial information. We extend a great deal of trust to a company when we give them our personal information – trust that they will take care of our data and abide by the contracts that govern our relationship.
Progress made by ADA is under attack by Congress
As the first quadriplegic to serve in Congress, I’ve spent the last 17 years navigating the hallways of our nation’s Capitol Building in a wheelchair. My ability to enter the House chamber, cast my vote, and carry out my responsibilities as a member of Congress was made possible by extraordinary leaders who fought for passage of the Americans with Disabilities Act (ADA), the civil rights law that protects Americans from discrimination due to a disability and promotes inclusion within our society.

Combatting consumer data asymmetry
In the late 1800s, Chicago was the fastest growing city in the nation. The population boom led to construction with wood and other materials that was both cheap to procure and quick to assemble. The rapid expansion combined with a lack of regulation spelled doom for the city, which lost a third of its buildings when a spark ignited the Great Chicago Fire. The digital economy is currently in a similar state.
We must act to protect manned aircraft from irresponsible drones operators
There’s a buzz in the air. Farmers are learning how to use drones to better manage their crops. Businesses are exploring the potential of drones for delivery services. Unmanned aircraft are even being used to improve hurricane forecasting and assist with search and rescue missions. Of course, the number of recreational drones in the air is also growing every year. But drones, as with any technological innovation, bring new risks— especially to other aircraft with which they share the skies.
Climate security Is national security
The year is 2057, and the sailors at Naval Station Norfolk are scrambling. Much of the home base of the Atlantic Fleet is underwater, thanks to a stronger-than-expected hurricane. Across the waters of Hampton Roads, the soldiers and airmen are fighting the storm surge at Joint Base Langley-Eustis, which has been hit even harder.
Important lessons on cybersecurity
In my eight terms in Congress, I have seen cybersecurity explode onto the national stage as an issue of paramount importance to our national security. As you begin to craft your legacy in this emerging domain, I encourage you to use the successes and failures of your predecessor to guide your efforts. From my perspective, three characteristics defined President Obama’s approach to cybersecurity across the first six years of his administration: It was centrist, decentralized and incremental.
