North Carolina legal leaders: Judges and the rule of law are under threat | Opinion
Today, we along with 63 other North Carolina justices, judges, and lawyers released a public statement entitled “The Rule of Law – Indispensable to Democracy” (link at bottom). We invite our fellow citizens to read it in full and to share it with family, friends, and neighbors. Our signers represent the full range of the profession.
A model uncertainty quantification protocol for evaluating the value of observation data
First posted March 17, 2025 The history-matching approach to parameter estimation with models enables a powerful offshoot analysis of data worth—using the uncertainty of a model forecast as a metric for the worth of data. Adding observation data will either have no impact on forecast uncertainty or will reduce it. Removing existing data will either have no impact on forecast uncertainty or will increase it.
I was there: Carter tried to put the human in real politik
With his passing on December 30, former President Jimmy Carter made his last great gift to the nation. In the outpouring of retrospectives on both his presidency and his unmatched “post-presidency,” we are reminded of what a president both can and should be in human and personal terms, plus moral leadership basic to American society.

In Lebanon, Israel Sows The Seeds Of More Bloodshed And Terror
The timing of this ban on UNWRA, fostered by Prime Minister Benjamin Netanyahu and his most extreme cabinet members, was not happenstance. He knows he has “free play” in anything he wants to do, at least until the elections on Tuesday.
Israel using US election to take free hand against Gaza, Lebanon
The Knesset’s vote this week to ban the United Nations Works and Relief Agency (UNWRA), the principal humanitarian aid group in the Palestinian territories, is the latest Israeli enormity in its year-long war in Gaza. This move, which will impact two million civilians under siege in Gaza, underscores a central point: the Israeli government’s expectation that the Biden administration will acquiesce in whatever Tel Aviv wants to do in this war — even starvation tactics — and now also in Lebanon.

The Application of an Extracellular Vesicle-Based Biosensor in Early Diagnosis and Prediction of Chemoresponsiveness in Ovarian Cancer
BACKGROUND: Ovarian cancer (OVCA) is the most fatal gynecological cancer with late diagnosis and plasma gelsolin (pGSN)-mediated chemoresistance representing the main obstacles to treatment success. Since there is no reliable approach to diagnosing patients at an early stage as well as predicting chemoresponsiveness, there is an urgent need to develop a diagnostic platform for such purposes.
Morphology of the Ventral Process of the Sixth Cervical Vertebra in Extinct and Extant Equus: Functional Implications
In this study, we examined the ventral process of C6 in extinct and extant Equus (sister taxa to Equus ferus caballus only) with the purpose of describing normal morphology and identifying anomalous variations relevant to recent studies describing a congenital malformation in E. ferus caballus. Overall, 83 specimens from 9 museums and 3 research/educational facilities were examined, totalling 71 extinct specimens from 12 species and 12 extant specimens from 5 species.
NATO’s 75th birthday party: all balloons, no brass tacks
The heads of state and government of all 32 NATO allies will meet at a summit in Washington, July 9-11, to celebrate the Alliance’s 75th birthday. It was scheduled more than a year ago, but, as the date has approached, it increasingly seems like a bad idea. Of course, nobody could have foreseen current concerns in the American media and political class of President Joe Biden’s travails stemming from his poor debate performance with Donald Trump on June 27.
On 75th Anniversary, NATO is at a serious crossroads
Seventy five years ago today – April 4, 1949 — foreign ministers of the United States, Canada, and 10 West European countries concluded the Treaty of Washington, creating what became the North Atlantic Treaty Organization. The treaty committed U.S. (and Canadian) power and purpose to Western Europe to contain the Soviet Union.
Biden needs to stop coddling Bibi
Of all the foreign policy challenges President Joe Biden faces, most difficult is the war in Gaza. That is not because of the apparent geopolitical stakes; as Biden often says, China poses the most important long-term challenge and Russia is next. But while important, what happens between Israel and the Palestinians, as well as elsewhere in the Middle East, has not been in the same league.
The Asset Tracing and Recovery Review
Lawyers have been mulling over the rights and wrongs of solutions to the problems that fraud presents for centuries. They will never stop doing so. The internationalisation of fraud in the past 40 or 50 years, however, has meant that they argue about these problems not only with lawyers of their own country, but also with lawyers from other jurisdictions. Rarely nowadays will a fraudster leave the proceeds of fraud in the jurisdiction in which they were stolen.
The elephant in the room at next week's NATO summit
Next week, a NATO summit in Vilnius, Lithuania will likely agree on further robust steps to help Ukraine counter Russia’s aggression. The alliance will also likely agree on arrangements to beef up NATO military capabilities and organization.
Pharmacokinetics of acetaminophen after a single Oral administration of 20 or 40 mg/kg to 7-9 Day-old foals
1. Introduction Acetaminophen is a common over-the-counter analgesic and antipyretic drug used in human medicine (1). In human patients, acetaminophen can be administered orally, intravenously or per rectum and can provide analgesia within 40 min with maximal effect at 1 h (1, 2). Aside from being used alone, it has been used in humans in multimodal pain management (3–5). Acetaminophen is metabolized extensively by the liver.
Time to start thinking about walking away from NATO invite to Ukraine
Original story republished with permission from The Messenger Ukraine will not join NATO — not now, and most probably not ever. Even continuing to float the idea has immediate negative consequences. This is a basic fact, for at least one reason: Joining NATO takes the agreement of all 31 current alliance members — a consensus. Several, including France and Germany, say that they will never agree.

Morphology of the Ventral Process of the Sixth Cervical Vertebra in Extinct and Extant Equus: Functional Implications
Abstract : Simple Summary Mammalian body plans are similar to a ‘blueprint’ that supports the survival and procreation of a species. This plan includes specialized bony structures for muscle attachment such as the ventral process of C6, a two-part bony projection divided into cranial and caudal ventral tubercles (CVT). In modern horses, muscles such as the longus colli attach to the ventral process of C6 and aid in the flexion, stabilization, fixation, and force redirection of cervical vertebrae.

Biden will visit CNY today, likely for brother-in-law's funeral
There are few details available but President Joe Biden will be in central New York on Saturday for what the White House describes as "a local stop.At a CNN town hall meeting in 2021, Biden said his father-in-law, Robert Hunter, offered him the Auburn diner as a way to keep him in central New York. When Biden last visited central New York in October to celebrate Micron's investment in the region, he recognized members of the Hunter family, including Michael, who were in attendance." What’s Israel’s next move if the Iran nuclear deal fails?
Without the JCPOA, war is clearly on the horizon, and it’s unclear whether there is a plan B. By Robert E. Hunter What does the Israeli government really want from Iran? Major consequences hang on the answer to this question, not just regarding Iran, but across the Middle East. On that answer also hangs whether there will be open war with Iran involving Israel and almost certainly the United States, with significant repercussions throughout the region and beyond.

This year's NATO summit should be postponed
Last year, NATO scheduled a summit meeting in Madrid for this June 29-30. At the time, it made sense. Now, with war in Ukraine, it doesn’t. The summit needs to be postponed. President Joe Biden has done a mostly artful job in managing the various pieces of the West’s response to Russia’s aggression against Ukraine. That has been based on dealing with the allies either individually or in short bursts on Zoom. But bringing them all together is highly risky.
Where to Play Golf in the Bay Area: The Top Courses
American writer Mark Twain once described golf as a “good walk spoiled.” Considering that most courses require strolling 3 to 6 miles (depending on course length or how much you wander searching for lost balls) however, the game contributes rewarding benefits to one’s physical and mental wellbeing — regardless of the final number on the scorecard.
NATO has a serious credibility problem
On Thursday an emergency will convene in Brussels to deal with Russia’s aggression in Ukraine. It is clearly designed to reinforce allied unity in opposition to Vladimir Putin’s war – to put spine into any allied slackers, especially on sanctions against Russia. It should help coordinate the supply of arms to Ukraine, working out the terms and conditions: what and who and how, as well as what not to do lest Putin decides, because of these actions, to escalate the conflict even further.
Special Telehealth Rules for HSAs Return—Briefly | JD Supra
The Consolidated Appropriations Act of 2022, which was signed March 15, again permits first-dollar coverage for telehealth services without jeopardizing health savings account (HSA) eligibility, effective April 1, 2022, through December 31, 2022. This means that for January, February, and March 2022, there is no telehealth exception allowing high-deductible health plans (HDHPs) to provide telehealth coverage prior to satisfaction of the applicable deductible.
AIM for Climate
An innovation sprint is an increase in aggregate self-financed investment from non-government partners to achieve an outcome/output in agriculture innovation and for climate-smart agriculture (CSA) and food systems to be completed in an expedited timeframe. Innovation sprints should support CSA innovation by increasing agriculture productivity while adapting and building resilience to climate change and/or reducing/removing greenhouse gas emissions.
The West must accept that Russia is a key player in Europe
Putin has been sending warning signals for over a decade; once the Ukraine crisis is over, nothing will be the same. As the United States tries to cope with the crisis in Ukraine, missing so far is a clear sense of “what next?” — that is, once the current imbroglio is over, as inevitably it must be. As Vladimir Putin continues to keep the West and the world in suspense about his intentions, at least one thing is clear: there will be no going back to the status quo ante.
There is a diplomatic route out of the Ukraine crisis
The writer was US ambassador to Nato, 1993-98 Ukraine will never join Nato, and there will be no war between Russia and the west.
What Biden needs to do in his video chat with Putin – Responsible Statecraft
This could be the most important conversation the men will have — and a chance to tamp down increasing tensions over Ukraine. Tomorrow, December 7, Presidents Joe Biden and Vladimir Putin will meet virtually in the midst of the most intense crisis over Ukraine since Russia seized Crimea in 2014 and fostered military operations in Eastern Ukraine.
Biden doesn't have to be the president who 'lost' Afghanistan – Responsible Statecraft
Leaving is the right thing to do, but not putting full effort into regional diplomacy to soften the blow would be a real stain on his presidency. By pulling all U.S. troops out of Afghanistan, President Joe Biden has accepted that he will be only the third American president to be seen losing a war, after the shared roles of Lyndon Johnson and Richard Nixon in Vietnam. Biden was politically courageous in opening himself up to domestic opprobrium after three predecessors, Presidents George W.

In a U.S.-Iran standoff, Biden must be willing to take a little political heat – Responsible Statecraft
The new Biden administration has put the Iran File at the top of its “must dos” in foreign policy because of two factors. First, it is imperative to keep Iran from acquiring a nuclear weapons capability or even to get close to it. Indeed, Washington will not let that happen even if it means resorting to military action. Second, the intensity of U.S. media coverage and political commentary on the Iranian nuclear program requires that it be dealt with post-haste.

A Dialog between Robert Hunter and Terence McKenna
This is Part One Part Two Part Three Part Four Part Five (current) Terence, in reading your books I was struck with how closely your DMT experiments paralleled my own. I wasn't surprised by the confirmation, as you might guess. I considered myself a serious DMT explorer between 1967-69. I stopped only because I was told to, in no uncertain terms, by the Boss of that place. Three times, in fact, to my dismay. Disobedience was costly.
Hunter: Making constructive changes in our institutions and in our lives
Change is inevitable. Without it, progress may be stifled or limited. A regular review of what’s going on, even if it seems to be going well, is a proper way to lead an institution, a community or an individual life. One example of review-based change is the Utah Legislature recently combining the State Board of Regents with the Utah System of Technical Colleges (UTECH) Board of Trustees.
Hunter: We must honor women with more than words
In just six days, we’ll celebrate the 100th anniversary of the ratification of the 19th Amendment to the United States Constitution, guaranteeing women the right to vote. Seventy long years of exhausting effort by women of valor finally came to fruition on Aug. 18, 1920. Realizing that my own mother was 13 years old by that time brings the issue close to home. Since childhood, my life has been thoroughly enriched by strong, positive women, beginning with my mom.
New Grateful Dead Video from 1987: 'West L.A. Fadeaway'
The Grateful Dead's most successful album commercially, In the Dark, reached No. 6 on the charts thanks to the No. 9 hit single, "Touch of Grey." The Dead's second-to-last studio album, released in 1987, also had several other singles that didn't crack the Top 40: "Hell in a Bucket," "Throwing Stones" and "West L.A. Fadeaway." A live rendition from 1987 of the latter song, part of the "All the Years Live" series, has been released by the Grateful Dead.
Turning Gulf security upside down – Responsible Statecraft
Like many paradigms across the globe, the pandemic and its associated economic downturn have changed the paradigm shaping debates about Gulf security that was inevitably set to gradually migrate from a unipolar US defense umbrella that shielded energy-rich monarchies against Iran to an architecture that was more multilateral. In many ways, the pandemic’s fallout has levelled the playing field and not necessarily in ways that favour current policies of Gulf states.
To defeat systemic racism, America must end endless war – Responsible Statecraft
The police killing of George Floyd and the disproportionate impact of COVID-19 on communities of color has focused the world’s attention on structural racism and inequality. Black Lives Matter can no longer be dismissed as a fringe movement — it has become a global rallying cry in the wake of Floyd’s death.
