At the City Council meeting on Feb. 11, I proposed a modest refinement to Walla Walla’s public comment procedure: keep the existing three-minute limit per speaker, but allow residents who share the same concern to voluntarily combine their time and designate one speaker. Two residents could combine for six minutes; three or more could designate a single speaker for up to nine minutes. No additional meeting time would be added, and no one would lose the right to speak individually.
