Build a neuro-fuzzy continuous protocol representation for ventilator adjustments in acute respiratory distress syndrome patients using fuzzy neural network
Abstract Acute respiratory distress syndrome (ARDS) is on the increase due to many causes such as: corona virus disease 2019 (COVID-19) which worsens the arterial hypoxemia, smoke inhalation, and injuries that cause fluids to collect in the air sacs of the lungs. Standard clinical criteria have been developed to define ARDS severity, while titration protocols guide ventilator settings.
Fault–responsive hybrid analytical–simulation framework for electric power transmission performance monitoring
Abstract Continuous monitoring of electric power transmission systems is essential for maintaining reliable power transfer under increasingly dynamic operating conditions. Although analytical and simulation-based approaches have individually advanced transmission-system analysis, comparatively fewer studies have integrated their complementary strengths within a unified monitoring framework.
Simulation of a multi-parameter indoor air purification control system using fuzzy logic–PID hybrid control tuned by genetic algorithms
Abstract Indoor Environmental Quality (IEQ) critically impacts human health, comfort, and productivity, yet existing air purification systems often rely on single-sensor data, manual monitoring, or cloud-based processing, resulting in limited intelligence, increased latency, and reduced suitability for resource-constrained environments such as Uganda.
The real state of our nation
Dear President Museveni, On June 5, Your Excellency made the 39th State-of-the-Nation address since taking power. While taking your inaugural presidential oath on January 26, 1986, you spoke about a fundamental change, development and unity of the country. This speech captured the imagination of the country, but 39 years later, we have little to write home about. It has now dawned on a section of Ugandans that the National Resistance Army (NRA) was not a liberation movement driven by ideals.
Our generation is failing the test of liberation struggles
In early March, I attended the burial of Margaret Akullo Odiya, an entrepreneur and businesswoman who lived and worked in the UK for more than 40 years. Akullo had visited home in December 2024 to organise a memorial service for her late father, Mzee Yekoniya Oola Odiya, their beloved mother, Mego Akello Yayeri Odiya and other family members in Mican, a suburb of Gulu City. The late Yekoniya was a progressive farmer, businessman and sportsman. He played football for Uganda Cranes in the 1950s.
There is need to resuscitate party pluralism in Uganda
In the last couple of weeks, the media has been awash with news of the crossing to the ruling National Resistance Movement (NRM) party of a district chairperson and Members of Parliament who are poised to sign an MoU with the ruling party. The phenomenon of crossing to the ruling party has seriously undermined party pluralism in Uganda. Let’s put this into perspective. The existence of strong political parties is the cornerstone of representative democracy.
Uganda needs to emulate Archbishop Janani Luwum
In 2015, owing to the relentless effort of former Uganda People's Congress (UPC) president Olara Otunnu, Chief Justice Owiny-Dollo and others, the government declared February 16 a public holiday to commemorate the illustrious life and times of Janani Luwum, the former archbishop of Uganda. Luwum and many other prominent Ugandans were killed in cold blood by Gen Idi Amin’s regime for speaking truth to power. Archbishop Luwum was a courageous servant of God.
Chief Justice Owiny-Dollo is a true patriot
I first met Chief Justice Alfonse Owiny-Dollo in 2015 in a meeting of Acholi elders at Kiwatule Recreation Centre, Kampala. The meeting was convened to reflect on the state of affairs of the Acholi people in the post-war era. The elders wanted to establish an organisation that could forge unity among the Acholi so as to confront the existential challenges they faced. At that time, Justice Owiny-Dollo was still a High Court judge.
Asylum Seekers Share Stories of Operation Vector Detention
When Helen, an asylum seekers from Operation Vector, arrived at Yarl’s Wood immigration removal centre, she was confused and scared. She was taken to her cell, handed cleaning spray and wipes, and told to use them before making up her bed. She had no idea why she had been arrested when she went to report. “They told me I had been detained for Rwanda and tried to convince us to go voluntarily, saying it is now the law and we have already been selected.
Death of values spells doom for our nation
Our nation is entombed in an unprecedented ‘thievocracy’. The media is currently awash with the reports of alleged broad daylight thieving of humongous amounts of public resources in Parliament. Ideally, the August assembly should be constituted by a nation’s crème de la crème, honourable men and women, whose integrity is beyond reproach, providing oversight function to the other organs of the State.
Open letter to Bobi Wine
Dear Mr Robert Kyagulanyi, aka Bobi Wine, I thank you most sincerely for the incredible contribution you are making to engender positive change to our country. The National Resistance Movement (NRM) has visited unspeakable ruin to our country. The vast majority of our fellow countrymen and women are living in indescribable conditions of poverty, immeasurable misery and unprecedented cloud of despair.

Opportunism and selfishness have destroyed our political leadership
What you need to know: Almost all the countries that have developed had leaders who were principled and selfless. A couple of days ago, the Speaker of Parliament, Ms Anita Among, in a huge rally at her home district of Bukedea, unashamedly invoked the analogy of the Holy Trinity to declare support for Gen Muhoozi Kainerugaba’s bid for the presidency. She didn’t care about the fact that Gen Muhoozi is still a serving military officer.

Uganda, Aug. 26 -- A couple of days ago, the Speaker of Parliament, Ms Anita Among, in a huge rally at her home district of Bukedea, unashamedly invoked the analogy of the Holy Trinity to declare support for Gen Muhoozi Kainerugaba's bid for the presidency. She didn't care about the fact that Gen Muhoozi is still a serving military officer. The position of the law doesn't matter because he is the son of the President and heir apparent to the throne.
Where did Museveni and his NRM party miss the right turn?
The debate about whether President Museveni ever meant well for the country or not has not been settled, 37 years down the road. In the first years of his rule, Mr Museveni always purported to say or do the right things. A tale goes that when they had just taken over power, he said they only needed two years to reorganise the country and hand over power to civilian authority. When the two years elapsed, he argued that they needed just two more years to make the Constitution.
Ssemujju was wrong on Acholi meeting
What you need to know: Ibrahim Ssemujju Nganda is a respectable national leader not known for recklessness. On the NBS Frontline programme of July 27, Mr Ibrahim Ssemujju Nganda, the MP of Kira Municipality and FDC party spokesperson, made the following comments: “About a week ago, the Chief Justice, Owiny-Dollo, met senior leaders from Acholi.

Open letter to President Museveni
Dear President Museveni, I read the letter you wrote on July 22 under the heading, ‘Continuous wrong turns at historical road junctions’ to DP president and minister of Justice, Norbert Mao, on the occasion of his thanks giving and home coming, with amazement. In the letter, Your Excellency chronicled and traced historical events that have stagnated the progress of Uganda and Africa, broadly, to lack of unity.
NRM govt lacks moral authority to fight graft
In the last quarter of 2022, government bought a total of 100,000 pieces of iron sheets to be donated to the impoverished and vulnerable people of Karamoja. Sadly, a couple of months later, it was discovered that Cabinet ministers, Members of Parliament and a host of public servants had allegedly misappropriated more than 14,500 pieces of these iron sheets. There have been countless cases of grotesque theft of government funds and physical property under the NRM regime over the years.

What would a pro-people govt do with Shs52 trillion Budget?
The theme for the 2023/2024 budget was: “Full Monetisation of Uganda’s Economy through Commercial Agriculture, Industrialisation, Expanding and Broadening Services, Digital Transformation and Market Access.” Ostensibly, the theme speaks about the regime’s purported desire to create opportunities for the people to earn money and use it to improve their living conditions.
CCC's Chamisa Bracing for 'Rough' Presidential, Parliamentary Election Campaign Against Mnangagwa
"It's going to be a rough campaign, hard hat equipment is necessary," said Chamisa in his office in the centre of the capital, Harare."It will be a tough campaign but we are tougher," Chamisa said."We've had over 63 of our meetings cancelled over the past week," said Chamisa, adding that hundreds of others have been obstructed by police or by Zanu-PF supporters in recent months."I have not appeared on state media, radio or newspaper for the past seven years," said Chamisa, since the coup that...
Robert Mugabe's son charged in Zimbabwe for damaging cars at Harare party
The eldest son of Robert Mugabe, Zimbabwe's former president, has been arrested over allegations he damaged property at a party.
Don’t sell your birthright, ED exhorts media – Zimbabwe Situation
Mushowe once served as Information minister under the late former President Robert Mugabe’s administration.“As Information and Publicity minister, the late Mushohwe encouraged a media fraternity that was united by national interest.“This is the only Zimbabwe we have; this is our motherland and media practitioners must never sell our birthright for a few pieces of silver,” he said.“Our public servants must, therefore, be accountable to the people of our great motherland, Zimbabwe.
The meaning of succession politics to Uganda’s future
In the past couple of days, NRM regime apologists have been at it again, ‘endorsing’ Gen Museveni to contest for elections again in 2026. The national vice chairman, Mr Moses Kigongo, was the first to blow the whistle. Days later, NRA veterans followed suit. This included people such Maj Gen Kahinda Otafiire, a Bush War historical and the minister of Internal Affairs. In the NRM playbook, that is how the drama always begins.
NRM opulence vs the wretched life of Ugandans
What you need to know: The regime has decayed beyond repair. The opulent living will continue and get worse by the day. Social media has been awash with the news that Speaker of Parliament Anita Among has gifted her husband, Mr Moses Magogo, who is Fufa president as well as MP, with a brand new Range Rover vehicle, costing hundreds of millions of shillings, for his birthday.
NRM government has lost trust and legitimacy
What you need to know: ‘‘The relationship between the people of Uganda and the NRM regime is akin to a marriage that is on the verge of collapsing.” In 1986, when the National Resistance Army (NRA) toppled the regime of Gen Tito Okello Lutwa and began ruling the country, it enjoyed some degree of trust and legitimacy from the people, especially those hailing from southwestern Uganda. Certainly, in the north-east, the story was different.
Uganda at 60: A time to reflect on the past and to forge a new future
Uganda was colonised by the British for nearly 70 years, from 1894 to 1962 when the British finally gave her political independence on October 9, 1962. Uganda, unlike other colonies, was euphemistically referred to as a “protectorate”. In essence, though, there were negligible differences between a colony and a protectorate as in both cases, the British were in charge of the politics of the country, the economy, the administrative and coercive machines of the state, etc.
Peaceful transition should lead to elevation of lives
On September 13, Kenya inaugurated president William Ruto in office and said adieu to now former president Uhuru Kenyatta. This came after a hotly contested election that pitted former prime minister Raila Odinga against former deputy president William Ruto. On August 15, the IEBC declared the latter, winner of the presidential vote. Odinga and team contested the result and sought court redress. Subsequently, on September 5, the Supreme Court maintained the victory of Mr Ruto.
Raila Odinga should be congratulated
Politics On August 9, Kenya went to the polls to elect leaders at different levels, including a president. As I observed previously in an article under the heading, ‘Credible elections are a three-phase exercise,’ on August 21, in the last paragraph, “On the whole, Kenyans have in the past couple of years fared well in the first two phases of the electoral cycle. The last one has always eluded them since 2007/2008.
Citizens of Gulu City need empowerment, not shunning
On Monday, I had an important telephone conversation with a colleague who is a resident of both Gulu and Kampala cities. I had called to invite him for a board of directors meeting of a not-for-profit organisation, in which both of us are members. So immediately after exchanging pleasantries, the issue of the inhumane treatment of citizens of Gulu City, by the city authorities, sprung up. He made points that are in sync with the leadership philosophy I espouse.
Credible elections are a three-phase exercise
On Tuesday, August 9, Kenya, Uganda’s important neighbour to the east, held its general elections to elect governors, senators, MPs and a president. Because of the violence that characterised elections in Kenya in 2007/2008, Kenyan elections arouse enormous interest from people across the region, continent and the world as a whole. For Uganda, a landlocked neighbour, Kenyan elections are certainly of paramount importance. The elections of August 9 have not been any different.

My open letter to President Museveni
Your Excellency, Recent developments in our economy and politics have compelled me to write to you an open letter. I do not know, Mr President, how much you understand and appreciate the miserable and despicable living conditions of the vast majority of the people of Uganda. I believe your long uninterrupted stay at the zenith of the leadership of our country has made you lose touch with the unbearable living experiences of the common man and woman.
Open letter to Norbert Mao
Dear Democratic Party (DP) president Norbert Mao, I send you warm greetings from Gulu City, the place of your birth. It has been a while since we last had a tete-a-tete. Without a doubt, one of these days, I will look you up and we chat over a wide range of issues. However, allow me use this space and time, to address you on the specific issue of the cooperation pact that you and President Museveni signed last week.
Zimbabwe: How Grace Mugabe has kept a low profile
Nearly five years after her fall from grace, the widow of former Zimbabwean strongman Robert Mugabe maintains a low profile. With no first-class shopping trips to Singapore and lavish birthdays to throw for her husband, family sources say Grace Marufu Ntombizodwa Mugabe keeps to herself in her Harare and rural homes.
Struggle for Southern Africa
As the prime minister of a young and developing nation, I observe with sadness that several developing countries are locked in devastating conflicts. In most cases such countries are mere theaters of wars that have nothing to do with their people or their interests. More often than not, such conflicts occur in areas regarded as "spheres of influence" of stronger and wealthier nations.

What a contradiction: Architect of Uganda’s economy dies abroad Original
So last Sunday, January 30, former governor of Bank of Uganda Emmanuel Tumusiime-Mutebile was laid to rest in his ancestral home in Kabale District, western Uganda. According to his personal doctor Ben Mbonye, Mutebile succumbed to multiple organ failure precipitated by Covid-19 at a Nairobi hospital. Mutebile had a very interesting life history. He is one of very many young Ugandans then that former president Apollo Milton Obote nurtured and mentored in political leadership and statecraft.
The Balaalo question and land crisis in Acholi
Prime Sunday, December 19, 2021 Author, Robert Mugabe. PHOTO/FILE What you need to know: The cash economy was alien to Acholi culture. Wealth and prestige were seen in the number of food granaries and herds of animals in a homestead. The media in Acholi sub-region is currently awash with news stories of the Balaalo invading the sub-region with large herds of cattle. The Balaalo are nomadic pastoralists who move from one place to another in search of greener pastures.
Open Letter to Archbishop Kaziimba
Prime Sunday, December 05, 2021 Author, Robert Mugabe. PHOTO/FILE What you need to know: How did we get ensnared in the huge debt and financial crisis solicited purportedly for funding the Church House? Your Grace, In the Sunday Monitor of Nov 28, 2021, I wrote an open letter to Bishop Loum, the new Bishop of Northern Uganda Diocese, imploring him to heal the diocese of fissures caused by, among other things, the contestation of his election in a court of law, by a section of Christians.

Gli succede in piena Grande guerra Carlo I d’Austria, che sarà l’ultimo detentore dell’impero austro-ungarico.
Why is Apaa land crisis persisting?
What you need to know: Many individual players and groups, including cultural leaders, religious leaders, political leaders, local and international NGOs/CSOs have also convened meetings that have generated reports and resolutions giving recommendations that point to a lasting solution to the crisis. On Sunday, October 31, at the palace of the Acholi Paramount Chief, I attended the fourth or fifth meeting organised by Acholi leaders searching for a lasting solution to the question of Apaa.
State of Uganda 59 years later
Summary Uganda, a colony which was euphemistically referred to as a “Protectorate,” remained under British hegemonic rule for more than 70 years. This ended in October 1962 when the people of Uganda, after waging a protracted struggle against colonisation, gained independence. Advertisement By Robert Mugabe On October 9, Uganda marked the 59th anniversary of attaining political independence from the colonisation of the British.

What race for Speaker reveals about our politics
Summary The race is alleged to be a hot one, but I believe the ‘hotness’ is a media creation. I know it is not and won’t be. In the final analysis, the President will ‘appoint’ the Speaker. In the meantime, the two have swallowed the bait. They have been duped into ‘expressing interest and competing’ for the job.

Sunguti, Mwalala and Lingaya were foreign imports who changed the tide of giants here
Advertisement By Robert Mugabe A number of foreign footballers have played in Ugandan topflight or Ugandan clubs and some for even the Cranes team. Notable among these are Congolese-born Zazak Lingaya, and Kenyan strikers Maurice Sunguti and Bernard Mwalala. Both played for SC Villa, with the former also playing for Express, writes Robert Mugagga. MAURICE SUNGUTI Sunguti first made his name in football when donning the famous blue and white colours of Kenya’s record league winners, AFC Leopards.
