Strategizing processes under combined conditions of Weberian bureaucracy and ethnic consociationalism display distinctive traits whose knowledge may enable the development of strategizing practices. The presence of traits of the Weberian bureaucracy in an African public sector context provides a shield to internal “political interferences” and can enable a public organization to better resist external pressures from donors and other stakeholders and build long-term institutional capacities.
