Indonesia achieved over 70% COVID-19 vaccination coverage nationwide, yet significant inequities persisted across provinces and vulnerable groups continued to encounter barriers to access. The lack of operational definitions of vulnerable groups, combined with fragmented data systems, poor governance, inadequate investment and unprepared health system undermined equitable access even after sufficient vaccine supply was secured.
