1 INTRODUCTION The background- and observation-error covariance matrices ( B $$ \mathbf{B} $$ and R $$ \mathbf{R} $$ , respectively) are fundamental components of data assimilation systems for the atmosphere and ocean. Much research has been devoted to the specification of B $$ \mathbf{B} $$ , to the extent that quite sophisticated representations of B have been developed for operational systems (e.g., for a review see Bannister, 2008).
