It's Swiss. Someone may recognize the ebauche, but that's far out of my field of expertise. As far as restoring goes-I think that it might be a difficult job. It's missing the escape wheel and the associated cock, which would likely be difficult if not impossible to find. About the only hope would be if you find a watchmaker who just happens to have a parts movement with those parts in their junk drawer. This looks to have been a decent grade watch.
