An image of barbed wire on a barren salt marsh was shown in a recent New York Times profile of a planned mental health and substance use disorder (SUD) treatment complex near Salt Lake City, Utah.1 The complex, designed to hold up to 1300 individuals for involuntary treatment, is part of a growing US strategy to reduce publicly visible homelessness and drug use: expand state authority to force people into SUD treatment through civil commitment.
