1 Introduction High-frequency (HF) radio waves are refracted in the ionosphere as they encounter gradients in electron density. Hence, they can achieve beyond-horizon propagation in the ionosphere. The backscatter echoes scattered by ionospheric irregularities can be received by the radars. When a transmitted signal encounters irregularities where it is orthogonal to the Earth's magnetic field, the returned power is at its maximum.
