1 INTRODUCTION Water diversions are ubiquitous worldwide and provide a variety of uses including agricultural irrigation (Baumgartner & Boys, 2012; Lynch et al., 2019), municipal supply (Flanigan & Haas, 2008), and power generation (Carter & Reader, 2000; Lewis & Seegert, 2000). Globally, water diversions for irrigation account for up to 70% of human water withdrawals (Lynch et al., 2019).
