On Aug. 26, Rajendra Dawadi had about 14 minutes. A warning reached Tribhuvan Trishuli Secondary School in Nepal that a massive flood was coming downstream. Dawadi, the headmaster, stopped classes and began moving everyone uphill.

Its technology sector is now estimated to export more than $1 billion in services. Yet, promising Nepali enterprises still struggle to find the capital, capabilities and markets they need to scale. That paradox has become harder to ignore as traditional development finance contracts.
