Whether legislative or harm reductionist in approach, drug (including alcohol) related public health policies are focused towards reducing drug use and related harms. The most comprehensive work quantifying drug harms was conducted by Nutt et al 1 2 in the UK. Using a multicriteria decision analysis approach where different harm criteria, for example, acute overdose, injury, family adversity were weighted relative to their importance, alcohol was ranked as the most harmful drug overall.
