1 Introduction Ireland has been experiencing a housing crisis for more than a decade. Throughout most of the twentieth century, the Irish housing landscape was dominated by homeownership, with 80% of households owning their homes until the early 1990s (Norris 2016, p. 82). However, the past decade has witnessed a drastic shift away from a so-called homeowner society, accompanied by a massive expansion in the rental sector (Waldron 2022).
