Why Are All the Sets All the Sets?

Consider all the sets. Now ask: why are they all the sets? This question is widely used to motivate potentialism about set theory. Potentialism takes many forms, but the point of this paper is to argue that the move to potentialism is at best unmotivated and at worst a mistake. After fixing notation (Section 1), I articulate (set-)necessitism (Section 2). This is the view that the pure sets exist, and are the way they are, as a matter of necessity.
