It's pretty silly that this isn't a feature yet... this is some really basic functionality that should've been added as soon as the Files app was released. How long has it been since then? Years. Google, interestingly enough, also doesn't allow you to select attachments from the Files app through their Gmail app, either... (the Gmail app also doesn't support split-view or slide over windows, basic multitasking functionality which Outlook thankfully does support). But yeah.
