CHENNAI: When Shanthi of Palavakkam decided to marry Ishwar, a borderline mentally ill person she had braced herself for possible difficulties in her marital life as a result of his condition. What she did not know then was that the state would not register her marriage on the ground that marriages involving mentally ill people are null and void.
