1 Introduction Unions worldwide face the challenge of organizing and representing workers in increasingly fragmented labor markets and hostile political and institutional climates. This challenge is especially pronounced in the Global South, where most workers are in informal employment relationships, and unions typically have lower levels of institutional power than their counterparts in the Global North. This bifurcation raises three central questions.
